1. Mexico Strengthens Its Position as Latin America’s Second-Largest Crypto Adoption Market

According to data from Chainalysis and Binance Research cited in the report, Mexico ranks 14th out of 151 countries globally and holds the second position in Latin America for crypto asset adoption.

The most significant aspect is not the ranking itself, but how crypto is being used. In a market where remittances exceed $60 billion annually, digital assets—and particularly stablecoins operating on Layer 2 networks—are increasingly competing with traditional transfer systems by offering lower costs and faster settlement times.

The article, which includes comments from Binance Mexico’s General Manager, presents this trend as part of the broader maturation of the global crypto industry. It highlights growing mainstream adoption—with more than 716 million people owning digital assets, according to a16z’s State of Crypto 2024 report—as well as the advancement of regulatory frameworks such as MiCA in Europe.

2. Argentina: ARCA Eliminates the Financial Transaction Tax for VASPs and Fintechs

Argentina has introduced a significant regulatory change.

Through Decree 475/2026, signed by President Javier Milei, presidential spokesperson Manuel Adorni, and Economy Minister Luis Caputo, the government repealed a restriction that had been in place since 2021 (Decree 796/2021), which prevented crypto-related transactions from benefiting from exemptions to the country’s financial transaction tax, commonly known as the “check tax.”

Until now, even if an individual or company qualified for an exemption, that benefit was automatically lost whenever funds were linked to the purchase, sale, exchange, or intermediation of crypto assets.

The repeal also introduces a specific exemption for Virtual Asset Service Providers (VASPs), applicable to accounts used exclusively for their regulated activities, provided they are registered with Argentina’s National Securities Commission (CNV).

The decree further extends tax benefits to electronic payment and collection companies, card network administrators, and cash transportation firms. According to the official text, the objective is to create a more consistent tax treatment among entities performing similar financial functions.

The measure entered into force on June 18, 2026, with retroactive effect for taxable events occurring from that date onward.

3. Venezuela: Binance Deploys Emergency Assistance Following Earthquakes

Following the earthquakes that struck Venezuela on June 24, Binance announced an emergency relief package for affected users and merchants across the country.

The initiative combines three forms of support:

  • A 3 million USDT relief fund
  • 20 USDT vouchers for eligible users
  • Zero fees on P2P transactions and Binance Pay payments within Venezuela

The benefits are not distributed automatically. Access depends on eligibility criteria established by Binance, including verification of residence within the areas affected by the emergency.

The zero-fee period runs until July 2 at 23:59 (UTC-3), covering both users who post P2P offers and those who accept them.

The move reflects a familiar strategy for Binance: delivering humanitarian assistance through its own ecosystem while leveraging the widespread adoption of stablecoins in Venezuela, where digital dollars have already become a common tool for payments and savings.
